David King, professor in the School of Geographical Sciences and Urban Planning at Arizona State University, spoke on the topic at a recent event, explaining how parking laws can inhibit economic vitality. Phoenix, Glendale and Tempe have lowered parking minimums in certain areas, and centrally managed parking could be a better solution than asking developers to include parking within projects.
