Bill to spur ‘starter home’ construction, opposed by cities, heads to Hobbs’ desk

A bipartisan group of state lawmakers passed a bill dubbed the “Arizona Starter Home Act” to spur more affordable homes. Among other rules, it bars cities with a population over 70,000 from mandating lot sizes for single-family homes. It also states that municipalities can’t require homeowners to join a homeowners association or “interfere with a home buyer’s right to choose the features, amenities, structure, floor plan and interior and exterior design of a home.” The fate of the bill is now in the hands of Gov. Katie Hobbs, who last year vetoed several bills opposed by cities that didn’t want to cede local control of residential development.
