 Rent tax, Prop. 400 still on the table before legislative session ends

The Arizona legislature on June 13 passed SB1131, which bans cities from collecting tax on rent, and will send it to Gov. Katie Hobbs when it returns to session on July 31. Hobbs vetoed a similar bill earlier this year, saying it would hurt cities’ coffers and that landlords might not pass on the savings to tenants. The new bill puts the legal burden of proof on landlords if they’re accused of not complying and delays the effective date to the start of 2025. Hobbs indicated she’s more likely to sign it if she can reach a deal with Republican lawmakers on Proposition 400, the half-cent transportation tax that’s expiring.
