Phoenix tried to wipe away onerous, outdated regulations on parking spaces at multifamily developments and usher in more affordable housing, but after neighborhood groups put the kibosh on it, the city offeed up a “subdued” version. It still reduces minimum requirements for market-rate units downtown and near light rail (0.75 parking spaces per unit) and allows a 50% reduction for senior and “special needs” units, which is up for interpretation. Instead of no minimum requirements for affordable units by light rail, it would mandate 0.5 to 0.75 spaces, based on location. A date hasn’t been set yet for a Council vote.
