Code compliance makes up more than 40 percent of multifamily development costs, and more codes are being introduced all the time. While safety, sustainability and other concerns are important, the costs are becoming burdensome and preventing desperately needed affordable housing from being built. Also, codes can be confusing and complex, adding to the time, effort and cost for developers.
