 Housing bill compromise fell apart as lawmakers prepared to vote

A trio of bills that addressed municipal housing restrictions collapsed just before the Arizona State Legislature was set to vote on them in June. Votes they were depending on fell through at the last minute and the House pulled SB 1161 and SB 1163 from its agenda on June 12. SB 1161 would have offered height and density bonuses for affordable units near light rail and streetcar stops and SB 1163 would’ve allowed single-room occupancy for seniors and accessory dwelling units in yards. Meanwhile, the Senate quashed HB 2536. The bipartisan bill initially dealt with parking requirements and got rid of a time limit on zoning applications, but it was amended during negotiations. Sen. Steve Kaiser had announced the previous week that he’d reached a compromise with the Arizona League of Cities and Towns, which fought vigorously against legislation to remove roadblocks for creating housing and later said it still opposed the Senate bill.
