Property owners often shun vouchers because of bureaucratic difficulty, among other issues. Instead of forcing them by law to accept rental assistance programs, as some cities have tried to do, Maricopa County and HOM launched a successful program that has boosted the acceptance rate to 90 percent in metro Phoenix. How? Threshold gives incentives and bonuses for accepting tenants with previous evictions and criminal records, reimburses for evictions and repairs, and operates a 24/7 hotline for owners. The only holdup now is that Threshold needs more money for vouchers, which typically comes from the federal government. It’s asking for more state money to help provide housing.
