This opinion columnist believes all new construction in the state, both residential and commercial, for lease or to own, should have to prove it has enough water over the long term before it starts to build. Some people on the Governor’s Water Policy Council have the same idea, and the state Department of Water Resources specifically mentioned build-to rent along with “wildcat” communities in a June 27 presentation. It suggested that no building permits should be given to any single-family homes in a residential lease community unless the units have an assured water supply or get their water from a municipality or supplier.
