 When people oppose apartment construction, they go to city hall. Here’s why

Even though Arizona needs around 136,000 new apartments for low-income renters, city leaders often get bombarded by residents who don’t want affordable housing built near their homes. Meanwhile, homelessness shot up 23 percent from 2020 to 2022, leading housing advocates, state legislators and builders to pressure city leaders to stand up against the NIMBYs. Some developers and city leaders say involving neighbors is a positive step and often leads to better projects, but that everyone needs to compromise to continue delivering supply as demand grows.
