 Vetoed housing bill opposed by Pinal cities brought back to Legislature

A revived proposal to limit city regulations on single-family home sizes and design standards is back in the Arizona Legislature after being vetoed last year by Gov. Katie Hobbs. The bill, introduced by Rep. Leo Biasiucci, aims to encourage the development of smaller, more affordable “starter homes” by preventing cities from enforcing requirements like large lot sizes, tile roofs, or garages. While the bill now excludes military airport areas, Hobbs and city officials remain concerned about its broader impact on housing standards and local control.

The proposal is part of a broader bipartisan push to address Arizona’s housing crisis, which has been exacerbated by high home prices, limited inventory, and a growing short-term rental market. Other bills under consideration include measures to allow churches to develop low-income housing, reclassify vacation rentals as commercial properties, and require cities to expand shelter space for the homeless. Lawmakers from both parties agree that no single bill will solve the crisis, but they aim to enact multiple reforms to increase housing availability and affordability across the state.
