 Kaiser, cities reach compromise on housing bills

Arizona Sen. Steve Kaiser is close to reaching a compromise with the Arizona League of Cities and Towns on three bills concerning housing reform. Although the proposal is a less expansive version of the original legislation and dropped much of the “by right” zoning that was sought, Kaiser said it’s a “good first step” that has a good chance of passing and being signed by Gov. Katie Hobbs. The deal would allow more accessory dwelling units (ADUs, including tiny homes in backyards); more leeway for “plex” housing, mobile homes or lots sizes of less than 5,000 square feet; and a ban on out-of-state residents applying for housing vouchers. The laws would only apply to cities of 50,000 residents or more. The package also reins in NIMBYs to some extent by allowing city councils to override neighbors opposing new housing with a simple majority rather than a supermajority vote.
