 Housing panel recommends zoning law changes

The Housing Supply Study Committee, which met 12 times in 2022 and traveled the state hearing from presenters, released its recommendations on Dec. 20. Rep. Steve Kaiser, R-Phoenix, found a lack of housing data and barriers to development, including zoning laws, a slow building process and rampant NIMBYism. He wants cities to address redundancies in codes in order to eliminate the need for rezoning, set up an appeals process for developers when city councils reject their projects, and more. He also champions smaller housing options, like living spaces in garages, and getting rid of parking restrictions in order to build more affordable units. Kaiser also wants the state to create a housing needs assessment and plans to work on housing legislation.
