Hostile homeless bills

Arizona lawmakers on both sides of the aisle agree that homelessness is a big issue.

But they remain divided over how to confront the problem.

In general, Democrats are pushing a “housing first” approach that prioritizes getting people into shelter quickly and removing barriers like drug tests and bans on pets.

Republicans are taking a different approach, increasing penalties and limiting government involvement.
