After causing a national panic last year by halting new single-family housing that relies solely on groundwater, Arizona Gov. Katie Hobbs devised a plan to let builders build. “Cities or other entities with adequate water resources can be designated by the Arizona Department of Water Resources (ADWR) to provide the 100-year supply to new housing,” the article says. This will help the thousands of homes left stranded without water certificates to be added to the pipeline rather than leaving them in limbo and worsening the housing crisis.
