Glendale to raise fees developers pay for cost of growth. Will it price out homebuyers?

Glendale City Council members will consider hiking development impact fees from commercial, industrial and home builders, as well as new fees on hotels and assisted living facilities, to fund parks, libraries, police stations and other needs. The city estimated it would generate nearly $29 million.
But experts worry raising costs will only hurt housing affordability in the West Valley city.
