At the fifth meeting of the state’s housing supply study committee held in Flagstaff, one lobbyist blamed burdensome building codes for a shortfall of 7,000 housing units, while city housing and planning officials claimed more incentives are needed fora affordable housing. NAU students and tourists also strain the supply.
