Federal Money Intended for Zoning Reformers Ends Up in NIMBY Clutches

Instead of being an incentive to smashing zoning barriers and creating new development, $1.5 billion in INFRA grants are going to entities that have no power over regulations or are actively fighting zoning reform. That includes Flagstaff, Arizona, which got $32.4 million for pedestrian safety improvements while its officials argued against lower impact fees and a more permissive zoning code to free up barriers to development.
