Early results show NIMBYs, YIMBYs both wrong on California HOME Act

A study out of the UC Berkeley found that California’s Senate Bill 9, a contentious state law that went into effect in Janaury 2022, so far has been something of a nothingburger for both pro- and anti-development camps. The HOME Act, as it’s called, allows up to two housing units on parcels previously zoned for one and allows for a “lot split” on properties of 2,400 square feet or more in order to develop up to four units. But few property owners or developers are taking advantage of it, in large part because it’s cheaper and easier to build accessory dwelling units. The act is most popular in wealthy communities where lots are larger.
