 Developers ‘knocking on the door,’ but will Scottsdale listen?

Scottsdale has decided it doesn’t need to give incentives to developers, despite looming fiscal issues and the specter of a potential recession. It voted to scrap its successful Downtown Infill Incentive Plan, which allows developers to request special zoning such as taller heights. The current City Council thinks the incentive–enacted in 2010 as a response to the Great Recession—is no longer necessary, even though there’s been a sharp downturn in zoning requests this year. This will come back to bite current residents who keep shooing away multifamily developers. As Councilperson Tammy Caputi said, “If you want to say ‘no’ to all the new development, then be prepared for more tax rate hikes. That’s just math.”
