Controversial northwest Phoenix apartments, near TSMC site, approved by City Council

Phoenix City Council unanimously approved 226 apartments at 17th Avenue and Happy Valley Road despite an outcry by NIMBYs, some of whom live on nearby farms and brought their livestock to the chambers. The workforce units, called Home at Happy Valley, should be a boon for workers at the Taiwan Semiconductor plant, which is expected to hire 4,500 employees and create jobs for 13,000 suppliers. Unsurprisingly, neighbors who oppose the housing cited traffic as an issue, but the developer agreed to make changes to address the concerns.
