Oro Valley Town Council shot down a rezoning request that would have added 88 one-story apartments, causing the developer to rescind a companion request to build 119 apartments. More than a thousand residents signed a petition against the projects and battled them for more than two-and-a-half years, saying that the modest housing proposals didn’t fit with the neighborhood—a typical NIMBY argument.
