Apartments planned for surface parking lot at struggling Scottsdale retail center

High Street Residential submitted plans to add about 239 units of housing on a parking lot of an underutilized strip mall at 7000 Shea Blvd. just west of Scottsdale Road. Hearing dates haven’t been set, but if it moves forward the project would potentially inject a built-in customer base to the center, which is about a third vacant. The apartments would be smaller and more accessible to people who work in the area, and to dangle a carrot to other locals, the development would include public pickleball courts. A few other infill projects have been proposed or built on parking lots in the Valley, including a hotel, apartments and a medical school building at Park Central in uptown Phoenix and a mammoth 760-unit concept planned for Christown Spectrum.
